This paper provides a comprehensive study on how AI can be applied to improve government services in Iraq, focusing on opportunities, challenges, and recommendations. Importance of AI in Government: AI has the potential to enhance government services in key areas, including: Healthcare: Improving disease diagnosis and managing health records. Education: Personalizing learning experiences and offering remote learning solutions. Security: Enhancing internal security capabilities through big data analysis. Data Management: Accelerating processing times and improving forecasting accuracy through data analytics. Challenges Facing Government Services in Iraq: Iraq faces several obstacles, including weak digital infrastructure, a shortage of technological skills among government employees, and the absence of clear digital transformation strategies. The reliance on paper-based processes also hampers the efficiency and slows down operations. The Role of AI in Improving Government Services: Healthcare Services: AI can improve healthcare by analyzing patient data to enable early disease detection, predicting outbreaks, and better managing health resources. For example, AI systems can optimize scheduling for surgeries or distribute medications more efficiently in rural areas. Educational Services: AI can personalize educational curricula to better meet students' needs. It can also help bridge the gap in teacher availability in remote areas through online learning platforms, ensuring equal access to education. Legal and Judicial Services: AI can expedite legal processes by analyzing legal documents more quickly and automating administrative tasks such as filing claims. This reduces the burden on the judiciary and accelerates the enforcement of laws. Internal Security: AI-driven data analysis can improve surveillance capabilities, crime prediction, and resource allocation, enhancing overall security and stability in the country. Challenges in Implementing AI in Iraq: Technological Infrastructure: Iraq's digital infrastructure still requires significant development. Poor internet connectivity and the lack of local data centers hinder the large-scale implementation of AI systems. Lack of Technical Expertise: A shortage of trained professionals in AI poses a major challenge for local governments in adopting these solutions. Large investments in technical education and training are needed to overcome this issue. Funding and Investment: The adoption of AI technologies requires significant financial investment, which is a major obstacle in a country facing economic pressures. Appropriate funding strategies must be established to encourage tech companies and innovators. Recommendations: Developing National Digital Transformation Strategies: The Iraqi government should create a comprehensive strategy for digital transformation that includes investing in digital infrastructure and fostering collaboration with private companies and civil society. Investing in Education and Training: The government should offer training programs to build technological skills among public sector employees, with a focus on AI and modern technologies. Enhancing International Collaboration: Iraq can benefit from the experiences of other countries by forming partnerships with international organizations and advanced nations to apply proven AI solutions and develop local innovations. Accelerating Automation of Government Processes: Automating routine processes, such as issuing documents and renewing licenses using AI systems, will improve efficiency and reduce bureaucratic delays. Conclusion: AI presents a significant opportunity to improve government services in Iraq. However, achieving this requires the development of digital infrastructure and the availability of necessary skills. By adopting sustainable and comprehensive strategies, Iraq can harness AI to enhance the efficiency of government services and improve citizens' quality of life.

Under the guidance of Professor Dr. Hassan Shakir Majdi, President of Al-Mustaqbal University, the university, represented by the Al-Mustaqbal Center for AI Applications in collaboration with the College of Engineering and Engineering Technologies, participated in the First Artificial Intelligence Exhibition. The event was organized under the sponsorship of the Ministry of Youth and Sports – Najaf Directorate / Scientific Division and was held at the halls of Al-Furat Al-Awsat Technical University / Technical Institute in Najaf. The university's participation was highlighted by the display of a range of innovative projects contributed by the College of Engineering and Engineering Technologies, in addition to the center's own projects.
